If you cannot define what "done" means for a feature before it is built, you will redefine it after it is built — and that redefinition is called a change order. Scope every feature to the level of "user can do X, sees Y, system does Z." Anything less is a negotiation you will lose.

On the agency side, look for teams that use iterative delivery with weekly demos rather than waterfall hand-offs. Weekly demos force prioritisation and surface misunderstandings before they compound. A six-month project with no demos is a six-month project that might not match your expectations at the end.

If an agency quotes you eight weeks for a SaaS platform with subscriptions, ask them to break down the sprint plan week by week. If they cannot, the estimate is not based on a delivery plan — it is based on what they think you will accept.
Conversely, if you have a quote that is longer than these benchmarks suggest, that is not necessarily wrong. Complex integrations, unusual compliance requirements, or a genuinely senior team building for long-term maintainability will add time — and that time is often worth paying for.
